Is SubShift: Transfer your YouTube subscriptions safe?
Export and import YouTube subscription lists for backups, sharing, or account transfers.
This extension lets you download your YouTube subscriptions as a file and upload a file to subscribe to channels from that list. The store description says processing happens locally in the browser and that the developer does not collect, store, or see subscription data.
