Is Favicon Switcher safe?

Changes page favicons for URLs that match user-defined patterns.

This extension lets you enter URL patterns and assign a custom image or image link as the favicon for matching pages. You can enable, disable, update, or remove each pattern, and uploaded images are described as being stored in the browser’s local IndexedDB. It uses tab, active tab, storage, notification, and all-URL access to apply favicon changes on matching pages.
