For each matched URL, it sends the visited or bookmarked hostname to icon.horse so the popup can show a favicon in the suggestion list. When you type in the popup, Search Tool (AI) searches your Chrome history and bookmarks for matching entries. For each result, it requests a favicon from icon.horse using the matched site's hostname, which exposes browsing-history, bookmark, and URL context to that third party.
